Course Overview
This intensive training program provides public sector officials, infrastructure managers, legal advisors, and project directors with the comprehensive knowledge and operational tools required to manage, monitor, and enforce Public-Private Partnership (PPP) contracts effectively throughout their lifecycle. Long-term infrastructure concession agreements require rigorous contract administration, continuous performance monitoring, proactive risk management, and robust compliance verification to deliver targeted value for money. Participants will examine key mechanisms in PPP project governance, KPI tracking, dispute prevention, penalty mechanisms, financial oversight, and environmental and social compliance to ensure seamless service delivery and protect public interest.
The course covers crucial post-financial close management concepts across ten specialized modules. Learners will explore key topics including performance-based payment systems, availability payments, user fee mechanisms, refinancing arrangements, step-in rights, and force majeure management. Furthermore, the training delves into practical contract renegotiation strategies, environmental, social, and governance (ESG) compliance monitoring, and project handback procedures at contract expiration. By examining real-world infrastructure case studies across energy, transportation, healthcare, and water management sectors, participants will acquire practical capabilities to safeguard compliance, minimize operational friction, and maintain sustainable long-term public-private partnerships.
Upon the successful completion of this Public-Private Partnership Project Monitoring and Contract Compliance Training Course, participants will be able to:
ü Establish robust operational frameworks for monitoring long-term PPP contract compliance and performance standards.
ü Implement effective Key Performance Indicator (KPI) monitoring systems and audit payment deduction mechanisms.
ü Manage post-financial close contract variations, renegotiations, and refinancing adjustments structured within legal boundaries.
ü Mitigate project risks through systematic risk register reviews, early warning indicators, and contingency action planning.
ü Apply dispute resolution mechanisms, step-in rights, and default remedy protocols in public-private concessions.
ü Oversee financial reporting, tariffs, shadow tolls, and availability fee adjustments over the project lifecycle.
ü Execute structured handback protocols, asset condition audits, and facility transfers upon contract expiration.
